“We Do Not Own That Host” Is the Most Expensive Sentence in Security

Unknown ownership is not an administrative inconvenience. It is a control failure.

When a public asset has no accountable owner, patching stalls, certificates expire, logging is uncertain, incident response slows down, and risk acceptance becomes accidental. The host may be safe today; the organization still lacks the ability to prove it.

Create a practical ownership rule: every internet-facing domain, service, and IP must have a business owner, technical owner, purpose, data classification, and review date. Exceptions need expiration, not permanent ambiguity.

Then measure what matters: the age of unowned assets, time to assignment, and high-risk exposure without confirmed ownership.

The internet does not care which team thought someone else owned the asset.
